The New York City Department of Health is currently investigating an outbreak of Legionnaires’ disease, reinforcing the importance of proactive water management and building system maintenance for property owners, managers, and facility operators.
As of July 12, health officials have reported:
- 59 confirmed cases
- 15 individuals currently hospitalized
- 33 individuals discharged
- 11 individuals not hospitalized
- No fatalities reported
The investigation has identified nearly three dozen building cooling towers that tested positive for Legionella bacteria. According to the New York City Department of Health, owners of the affected buildings immediately drained, cleaned, and disinfected their cooling towers to help reduce the risk of additional exposure.
Understanding Legionnaires’ Disease
Legionnaires’ disease is a serious form of pneumonia caused by Legionella bacteria, which naturally thrive in warm water environments. People become infected by inhaling tiny water droplets or mist containing the bacteria—not by drinking contaminated water or through person-to-person transmission.
Common symptoms include:
- Fever
- Chills
- Muscle aches
- Persistent cough
- Shortness of breath
While the disease is treatable with antibiotics, delayed diagnosis or treatment can result in severe complications, particularly for older adults, smokers, and individuals with weakened immune systems.
Why Cooling Towers Matter
Cooling towers remain one of the most common sources of Legionella outbreaks. These systems can generate fine water mist that, if contaminated, may spread bacteria over a wide area.
Although the current outbreak appears to be under active management, it serves as an important reminder that preventive maintenance—not reactive response—is the most effective defense against Legionella.
Building owners should ensure that cooling towers, domestic water systems, decorative fountains, and other water features are maintained in accordance with applicable regulations and recognized industry standards.
A Timely Reminder for Building Owners
For organizations managing commercial real estate, hospitality properties, residential communities, healthcare facilities, or other large buildings, now is an appropriate time to review existing water management programs and confirm that:
- Cooling towers are inspected, cleaned, and disinfected on schedule.
- Water treatment and monitoring programs remain effective.
- Water management plans are current and properly documented.
- Maintenance teams understand inspection, testing, and reporting requirements.
- Any signs of water stagnation or system deficiencies are addressed promptly.
Proactive maintenance not only helps reduce the risk of Legionella growth but also supports regulatory compliance and protects occupants, employees, guests, and visitors.
Legionella Prevention Best Practices
To help organizations strengthen their prevention efforts, we have attached our Legionella Prevention Best Practices, which provide practical guidance on:
- Cooling tower maintenance
- Water management programs
- Inspection and testing considerations
- Risk reduction strategies
- Emergency response recommendations
Staying ahead of water system risks through routine maintenance, documented procedures, and ongoing oversight remains one of the most effective ways to protect people and reduce operational risk.
